Run, type regedit

Browse to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\

Delete both UpperFilters and LowerFilters in the right-hand pane

(UpperFilters.bak and LowerFilters.bak entries can be ignored)
