You can do either one of these steps to fix the 1603 error

Step 1 – Install The Package To A Folder That Is Not Encrypted

Encrypted folders are pretty rare in Windows. This means that you should begin by CREATING a new folder and the installing the software into it. This can be done by following these steps:

Click “Start”

Click “Computer”

Browse to the location where you want to install the program

Right-Click

Select “New Folder”

Rename the folder

Install the program into this folder

Step 2 – Install The Package To A Drive That Is Not Accessed As A Substitute Drive.

A “Substitute Drive” is used to help load up a number of virtual files / settings on your computer. It’s used with the likes of external hard drives, as well as a number of other programs to help Windows read all the files that it needs to run.
