Check Your System Language Settings

Sometimes you can receive the CLR20r3 error when an application is causing a conflict with your system language settings. For example, when you are trying to run a program that uses non-Unicode fonts on a system that uses Unicode fonts. When this is the case, changing your system’s settings for programs that don’t support Unicode. You can do this by going to the Control Panel, selecting Regional Settings and going to the Advanced tab. Change the language to English and click OK.
